In brief

  • The German public broadcaster ARD (tagesschau.de) reports that the Czech Republic has been struggling with a shortage of precipitation for two years, and the Orlik reservoir is filled only halfway because the water level has dropped by 15 metres; its manager Pavel Patera warns of a threat to the water supply without winter precipitation.
  • The Slovak Pravda.sk reports that Prime Minister Robert Fico harshly criticised the EU, accusing it of losing leadership and focusing on financing the war in Ukraine; former president Václav Klaus reportedly suggested that European leaders are deliberately rejecting a peace plan.
  • According to the Czech Ceske Noviny, cited by Європейська правда, the Czech Republic plans to allow critical infrastructure operators to prevent foreign drones from flying over and, in extreme cases, to destroy them; the proposal is to be discussed by the government on Monday, and Suspilne reports that the government is to consider it on 9 November.
  • The Slovak SME.sk reports that the Slovakia – Czech Republic under-20 match in Nyköping was interrupted after just under 15 minutes, after a puck (korčuľa) hit the neck of Slovak forward Matúš Válek, who – according to the Slovak Ice Hockey Federation – is in stable condition.
  • The Russian Wiesti.ru, a propaganda medium, reports on reinforced patrols in the Czech Republic following a shooting in Kraków; according to the Czech police, the incident is probably not directly connected with the Czech Republic.

German press

According to tagesschau.de, the German public broadcaster ARD, the Czech Republic has been struggling with a shortage of snow and rain for two years, and the most water-rich reservoir, Orlik, is currently filled only halfway because the water level has dropped by 15 metres. The portal reports that the reservoir is part of the Vltava cascade, which protects against floods and feeds the river during drought, and its manager Pavel Patera warns that without winter precipitation the water supply across the entire country may be threatened. Slovak press

According to the Slovak portal Pravda.sk, Prime Minister Robert Fico harshly criticised the European Union, claiming that it has lost political leadership and is failing to address its citizens' problems, and that instead of peace initiatives it focuses on financing the war in Ukraine. Former Czech president Václav Klaus, as the same portal reports, went even further, suggesting that European leaders are deliberately rejecting a peace plan. (Fico a Klaus ostro kritizovali Európsku úniu. Premiér hovorí o vyhrážkach pre pomoc Ukrajine, exprezident o vedomom odmietaní mieru – Pravda.sk)

According to SME.sk, a Slovak sports portal describes that the Slovakia – Czech Republic under-20 match at the Five Nations Tournament in Nyköping was interrupted after just under 15 minutes due to a serious injury to Slovak forward Matúš Válek, who was hit in the neck by a puck (korčuľa) from Czech player Viktor Šámal. The portal reports that Válek suffered a neck laceration, was taken to hospital, and his condition is stabilised and out of danger, according to the Slovak Ice Hockey Federation. (Mladý útočník Válek utrpel po zásahu korčuľou rezné poranenie krku, jeho stav je stabilizovaný – SME.sk)

Ukrainian press

According to Європейська правда, citing the Czech Ceske Noviny, the Czech Republic plans to strengthen the protection of critical infrastructure against drones: operators of such facilities would, under certain conditions, be able to prevent foreign drones from flying over protected areas and, in extreme cases, destroy them. The proposal of the ministries of the interior and transport is to be discussed by the government on Monday, and according to it, powers of intervention would also be granted to officers of intelligence services, the prison service and GIBS, as well as firefighters during rescue operations. Minister Lubomír Metnar, quoted by Європейська правда, says the amendment is meant to clearly define police powers regarding drones. (У Чехії планують посилити захист критичної інфраструктури від дронів – Європейська правда)

According to the Ukrainian Suspilne, the Czech government is to consider on 9 November a draft law that expands the circle of persons authorised to shoot down drones. The material shows that such powers could be granted to critical infrastructure employees, special service officers and rescuers. (У Чехії працівникам стратегічних об'єктів можуть дозволити збивати дрони – Suspilne) NV writes similarly, adding that the draft would allow critical infrastructure operators to interfere with flights of foreign drones over their territory and, as a last resort, to destroy them (В Чехии хотят разрешить сотрудникам аэропортов и электростанций уничтожать дроны над этими объектами – NV).

Russian press

The Russian portal Wiesti.ru (propaganda media) reports that security measures have been introduced in the Czech Republic in connection with a shooting in Kraków. According to the Czech police, as conveyed by Wiesti.ru (propaganda media), from the evening of 7 November there will be more armed officers in public places, and the possibility of installing technical barriers during planned cultural events will be discussed with local authorities. The police note that the shooting is probably not directly connected with the Czech Republic, and that among the dead is a foreign national (В Чехии заявили о принятии мер безопасности в связи со стрельбой в Кракове – Wiesti.ru (media propagandowe)). It should be emphasised that this is a message from Kremlin propaganda carried by Wiesti.ru (propaganda media), not an independent report.
