Draft extends special rules around the CPK site

The draft regulation would prolong, until 15 December 2030, the special rules governing how real estate is managed and how spatial planning is conducted in the gminas of Baranów, Teresin and Wiskitki, which are tied to the Central Communication Port (CPK) project (Grunty pod CPK. Scope of the restrictions

The Ministry of Infrastructure wants the restrictions to run for another four years (Ograniczenia przy CPK na kolejne cztery lata. Zmiany obejmą 1,1 tys. właścicieli nieruchomości – portalsamorzadowy.pl). According to the figures published so far, the changes would affect about 1.1 thousand property owners (Grunty pod CPK z ograniczeniami do 2030 r. Projekt dotyczy 1,1 tys. właścicieli – propertynews.pl). Owners of plots in the affected area would remain subject to limits on how they can use or develop their land while the rules stay in force.

Why the rules are being extended

The measures were introduced to keep land available for the airport and related infrastructure and to prevent development that could conflict with the investment's plans. Extending them gives planners more time to finalise the project's spatial arrangements, and it leaves landowners in the zone waiting longer for certainty about what they can do with their property.

What happens next

The draft is open for comments during the consultation period. If it is adopted in its current form, the special regime would continue to apply in the three gminas until the end of 2030. Property owners and local authorities are the groups most directly affected by the outcome.
