The Sejm adopted an act that increases the budget for programs supporting thermal modernization and introduces modifications to support systems for social and municipal housing (MRiT: Dodatkowe środki na termomodernizację i wsparcie mieszkalnictwa społecznego (komunikat) – wnp.pl) (Więcej pieniędzy na remonty i ocieplanie budynków. The main element of the legislation is the allocation of more than PLN 140 million to the TERMO program (Dodatkowe środki na termomodernizację i wsparcie mieszkalnictwa społecznego – Ministerstwo Rozwoju i Technologii). These funds are designated for thermal improvements, repairs and renewable energy installations in multi-family residential buildings. Eligible applicants include housing cooperatives, housing communities, municipalities and other entities that manage or own such properties.

Financial Allocations and Limits

Key financial provisions include the injection of over PLN 140 million into the TERMO program. The statutory limit for transfers to the Thermal Modernisation and Renovation Fund will also rise by PLN 70 million in 2026, contingent on savings realized in other housing initiatives. The legislation additionally sets out financial support rules for social and communal housing, including social rental housing. The framework allows national assistance to be combined with resources from European funds, which could make larger local government projects feasible.

Legislative Status and Next Steps

The act has passed the Sejm but must still complete the remaining stages of the legislative process before it takes effect. Once enacted, the supplementary capital will be distributed under the TERMO program and the revised housing rules.
