In brief
- A nationwide IBRiS poll for PAP, conducted 22–26 October 2026, shows most Poles back lower e-scooter speeds and no-go zones in cities.

Speed limits and no-go zones
The poll was run from 22 to 26 October 2026 on a nationwide sample of 1,000 adults, using computer-assisted telephone interviews. IBRiS carried out the study for PAP. According to the results, 78.2 per cent of respondents believe the permitted speed of e-scooters in cities should be reduced, while 18.3 per cent oppose this and 3.5 per cent have no view. (Polacy chcą wolniejszych hulajnóg i stref zakazu. Całkowity zakaz dzieli – Bankier.pl)
Support for zones where e-scooters would be barred is similar. 76.5 per cent back such zones, 19.6 per cent are against, and 3.9 per cent have no opinion.
Full ban divides the public
A complete ban on e-scooters in large cities gets much less backing. 43.2 per cent of respondents support it, 48.5 per cent oppose it, and 8.4 per cent are undecided.
Age makes a clear difference. Among people aged 60 to 69, 68 per cent favour a full ban, and among those 70 and older the figure is 62 per cent. Only 30 per cent of 18 to 29-year-olds back a ban, while 63 per cent of them reject it. The lowest support comes from the 40 to 49 age group, where 17 per cent are in favour and 72 per cent against.
The results also vary by political affiliation. 55 per cent of voters for the governing camp support a total ban, compared with 36 per cent of those who declare support for the opposition.
Context from Warsaw
In mid-October, Warsaw city councillors passed a resolution, almost unanimously, calling for a ban on e-scooters through app-based rental in the city and a ban on riding them in the centre. They said the problem can only be fully solved through changes in national law and wider powers for the city guard, including the power to stop e-scooters in traffic.
