In brief

  • The Podkarpacie voivode has issued a building permit for the S19 Jawornik–Lutcza section, and work can start immediately.
  • The PLN 1.9 billion contract is held by a Gülermak–Budimex consortium, with completion planned for 2031.
  • The project includes a 40-metre viaduct and a nearly three-kilometre tunnel, the longest in the region.

Permit issued with immediate enforceability

The voivode of Podkarpacie has issued a decision on the location and building permit (ZRID) for the Jawornik–Lutcza section of the S19 expressway, part of the Via Carpatia route. (Jest zgoda dla kluczowego odcinka S19. Zbudują najdłuższy tunel na Podkarpaciu za 2 mld zł – WNP.pl) (Budowa - czas start - Generalna Dyrekcja Dróg Krajowych i Autostrad- Oddział Rzeszów – Gov.pl) (Jest decyzja ZRID dla odcinka S19 Jawornik - Lutcza – TVP Rzeszów) The decision carries immediate enforceability, so the contractor can start construction work without waiting for the appeal period to end.

With this permit, the Lutcza–Domaradz stretch becomes the last section in Podkarpacie still waiting for a ZRID decision.

Contract and timeline

The contract is carried out by a consortium of Gülermak and Budimex and is worth just over PLN 1.9 billion. The General Directorate for National Roads and Motorways (GDDKiA) has planned 38 months for the works. Winter periods from 1 December to 31 March are excluded from the construction schedule. Completion is planned for 2031.

Key structures

The investment includes a viaduct reaching 40 metres in height and a tunnel of almost three kilometres, the longest in the voivodeship.

Property compensation

The ZRID decision sets the boundaries of the land needed for the road and opens the procedure for compensation for properties transferred to the State Treasury. The voivode will run the administrative proceedings to set compensation amounts. Independent property appraisers appointed by the voivode will value the land, and that valuation will form the basis for compensation decisions. Property owners will receive compensation from GDDKiA.
