Slovakia's Medicine Policy Reform Takes Effect in November, With Staged Changes Through 2028
Slovakia's reform of its medicine policy took effect in November. It changes how medicines are reimbursed and how new drugs reach the market, with the main changes phased in through March 2028.
What the reform changes
The amendment to the law on the scope and conditions for reimbursing medicines, medical devices and dietary foods is now in force (Veľká zmena pri liekoch na Slovensku. Pacientom prináša novú ochranu, výrobcov čakajú povinnosti – interez.sk) (Od novembra platí reforma liekovej politiky – TASR / TERAZ.sk). The government says it aims to make innovative drugs more available on the Slovak market and to improve patients' access to treatment (Zmeny v liekoch na Slovensku: Nová REFORMA má pacientom priniesť dostupnejšiu liečbu aj inovatívne lieky – topky.sk) (Reforma liekovej politiky na Slovensku: Zmeny platné od novembra – nasekosice.sk).
Reimbursement on an exception basis
The reform also amends the conditions for medicines reimbursed on an exception basis. Measures to reduce illegal re-export of medicines are being introduced at the same time.
Rules for new medicines and for producers
The reform sets clearer rules for approving new medicines, including defined procedural deadlines and conditions for entering the market. Manufacturers will face new obligations, while oversight of medicine trade and of prescription forgery will be tightened.
Timeline
The key changes apply in stages, on 1 January 2027, 1 July 2027 and 31 March 2028. The Ministry of Health said the timing depends on fine-tuning technical parameters. According to the ministry, the amendment responds to medicine availability, the sustainability of public health insurance funds, predictability in exceptional reimbursement cases and problems applying the current law in practice.
