New package and its priorities
Zelensky said on November 5 that Spain is preparing a fresh military aid package for Ukraine totalling €437 million He added that he and Sánchez had discussed what the package would contain and which defence needs are most urgent.
Russian attacks on infrastructure
During the meeting, Zelensky raised the impact of Russian strikes on Ukraine's energy system, transport network and railways. He told Sánchez that Russia has damaged more Ukrainian locomotives this year than in all previous years of the war combined. Power and water supply are under constant attack, he said, and the situation in Kyiv is particularly difficult.
Humanitarian support and condolences
Zelensky also expressed condolences over a rail disaster in Toledo, Spain, last month that killed dozens of people. He thanked Spain for its consistent support throughout the war and said humanitarian assistance remains important alongside military aid.
Context of the visit
The talks took place during Zelensky's visit to Spain, where he attended the Ibero-American Summit in Madrid and met King Felipe VI. Before the visit, he set out air defence reinforcement, protection of civilians and the development of defence cooperation and production as priorities.
Context on US support
In a separate statement, Zelensky was asked whether Ukraine could receive a new aid package from the United States following the Democrats' win in the midterm elections, which would be the first since April 2024.
