Ukraine's Diia app now lets citizens pay debts and automatically unfreeze bank accounts

How the new payment process works

Debtors can now check open enforcement proceedings and pay off the amount owed directly in Diia, the state digital services app, according to the app's press service (У «Дії» тепер можна оплатити борги та повернути доступ до рахунків – Suspilne). Previously, a debtor had to wait for the enforcement officer to prepare a resolution lifting the arrest and send it to the bank by hand (У "Дія" запустили оплату боргів з автоматичним розблокуванням рахунків – com.ua).

After payment, the system removes the person's data from the unified register of debtors on the same day. The bank receives an electronic notice and must release the funds no later than the following day.

Limits and coverage

The service applies to enforcement cases where the amount to recover does not exceed ten minimum wages. In 2026 that threshold is 86,470 hryvnias. The Ministry of Justice estimates that about 92% of open enforcement proceedings fall under this limit.

Checking proceedings in Diia

Users can see open enforcement proceedings in the app by going to the services section and selecting the enforcement proceedings option (У «Дії» тепер можна оплатити борги і автоматом повернути доступ до рахунків – inshe.tv). Diia's press service said the change is intended to shorten the time people wait to regain access to their money (Арешт рахунків через борги: як зняти його через Дію у 2026 році – speka.ua).
