Two sanctions packages
President Volodymyr Zelensky has signed decrees putting into force two decisions taken by Ukraine's National Security and Defense Council, the presidential website reported (Зеленский ввел санкции против российских производителей ракет и поставщиков деталей для дронов – Zerkalo). The restrictions apply to Russian entities and individuals linked to the production of ballistic and cruise missiles, drones, military aircraft and armored vehicles (Десятки виробників балістики і дронів: Зеленський увів у дію санкції проти підприємств російського ВПК і їхніх керівників – Espreso) (Зеленський запровадив санкції проти виробників російських ракет та постачальників ОПК – Українська правда).
First list: missile producers
The first list includes 51 individuals and 44 legal entities connected to the making of ballistic missiles that Russia uses against Ukrainian civilian and critical infrastructure. The restrictions cover firms that produce raw materials, equipment and tools for long-range weapons, including the Iskander and Kalibr systems, the Kh-101 cruise missile and the Kinzhal aeroballistic missile (Zelensky imposes sanctions on Russian ballistic weapons makers and defense industry component suppliers – Ukrinform).
Among the named companies are the G. S. Petrov Plastics Institute, described as the only Russian maker of certain composite-material components, and the Kometa space systems corporation, which produces air-defense missile systems and electronic warfare equipment. Also listed are VitaReaktiv, linked to ballistic missile production, and Promenergo, which works on information systems.
Second list: suppliers
The second package targets 32 Russian citizens and 35 Russian companies that supply high-precision industrial equipment, electronics and raw materials. Gagaring sells communications and control equipment for FPV drones, Virgin-EK supplies foreign electronic components to the Russian military, and the Pressmash machine-tool association trades metalworking equipment.
The sanctions also extend to companies within the RUSAL group, whose products the Office of the President says are used in Russian weapons manufacturing.
Next steps
The Ukrainian presidential office said it will work to align these sanctions with those of international partners.
