Zelensky has signed a law moving the launch of the electronic system for tracking the circulation of alcoholic beverages and tobacco products to 1 July 2027 (Бизнес получил время на подготовку. Ministry position

The Ministry of Digital Transformation called the decision a balanced technical choice, given security risks linked to martial law. Officials said the system is being built on the experience of the European Union, where similar systems were configured over several years (В Украине снова отложили введение еАкциза - в чем причина | УНН – unn.ua).

Timeline for businesses

Registration of economic operators is scheduled for 1 January to 1 April 2027. Technical preparation is already under way, and companies can use a sandbox test environment to connect their own accounting software, set up points of sale and test processes without legal or financial risk.

Context

The ministry argued that operating under full-scale war makes it much harder for firms to rebuild their workflows, and that the extra months reduce the risk of logistical disruptions. Earlier, then-digital transformation minister Mykhailo Fedorov had announced the November 2026 start.
