Estonia plans around 150 bunkers near Russian border in Ida-Virumaa
Estonia's defence minister says about 150 bunkers will be built in Ida-Virumaa county along the Russian border as part of the Baltic defence line. About 100 would stand on state land and about 50 on municipal or private plots.

In brief
- Estonia plans about 150 bunkers in Ida-Virumaa county, which borders Russia.
- About 100 bunkers would be on state land and about 50 on municipal or private land.
- Private-land sites would need agreements such as compensation, leasing or purchase.
- Finland, Poland and the Baltic states are also strengthening their eastern border defences.
Plans for the Baltic defence line
Estonian Defence Minister Martin Herem has said roughly 150 bunkers are planned for Ida-Virumaa, the northeastern county that borders Russia (Estonia wzmacnia obronę przy granicy z Rosją. Powstanie 150 bunkrów – Bankier.pl) (Estonia Plans 150 Bunkers Along Border With Russia – The Moscow Times) (Эстония планирует построить 150 бункеров на границе с Россией – Meduza). The structures are meant to form part of the wider Baltic defence line that Estonia, Latvia and Lithuania agreed to build along their borders with Russia and Belarus (Estonia szykuje się na możliwy konflikt z Rosją. Buduje bunkry wzdłuż granicy – Onet).
Land ownership and compensation
According to Herem, about 100 bunkers would be placed on state-owned land and the remaining 50 on municipal or private plots (Estonia szykuje bunkry przy granicy z Rosją. Minister ujawnił plan – Polsat News). Where private property is needed, he said options include compensation for inconvenience, leasing the land or buying it outright. Estonian media reported that authorities are not currently planning large-scale purchases of plots along the Narva River.
Wider regional context
The bunker plan comes as Estonia has moved toward an active defence posture, relocating combat units to towns near the Leningrad region border, and as Baltic states have reinforced their eastern frontiers. Finland has built a 200-kilometre fence along its border, and Lithuania is erecting a barrier on its frontier with the Kaliningrad region. Estonia, Latvia, Lithuania and Poland have said they will ask the European Union to finance a network of bunkers, barriers and military depots along their borders with Russia and Belarus (Estonsko postaví bunkry na hranici s Ruskem – Novinky.cz) (150 bunkrów przy granicy z Rosją. Kraj NATO podjął kroki – Wirtualna Polska).
Source notes
The announcement was made during a parliamentary question session in response to a question from lawmaker Arvo Aller about defence activity in the county and possible state purchases of land along the Narva River.
