Germany and others push back on "associate membership" for Canada ahead of Montreal EU-Canada summit
The EU has dropped the idea of offering Canada associate membership in a draft joint statement for the Montreal summit, replacing it with wording about an "ever closer association." Several member states, including Germany, opposed the term.

In brief
- The EU has removed the term "associate membership" for Canada from the draft joint statement for the Montreal summit.
- The revised wording refers to an "ever closer association" short of full membership, with a definition due by the 2027 summit.
- Germany, Greece and France reportedly objected to the original term, and the summit opens Thursday.
Associate membership idea dropped from draft statement
The European Union has removed the term "associate membership" from the draft joint declaration due to be issued after the EU-Canada summit in Montreal, which opens on Thursday. European Commission President Ursula von der Leyen had floated the idea in her September state of the union address, a move that surprised several capitals (Canada and EU drop associate membership plan in bid to deepen ties – France 24) (Kanada und EU: Plan von Ursula von der Leyen für Sonderstatus offenbar gescheitert – DER SPIEGEL) (EU backs away from offer to Canada to start ‘associate member’ talks – The Guardian).
According to diplomats in Brussels, Chancellor Friedrich Merz and several other EU leaders pushed for the deletion of the wording. Germany, Greece and France were named among the countries that objected to the reference in the joint text (ЕС отказался от идеи предоставить Канаде статус «ассоциированного члена» — Politico – NV) (EÚ upustila od myšlienky Kanady ako „pridruženého člena“. Namiesto toho zvolila jemnejšiu formuláciu dohody – STVR). Some governments said they had not been consulted in advance on the proposal.
The revised draft instead commits both sides to building a closer partnership and to working toward defining, by the 2027 EU-Canada summit, an "ever closer association" that stops short of full membership. Italy was also reported to be among the states resisting the earlier formulation.
What the summit is expected to cover
The two-day meeting is set to bring together von der Leyen, European Council President António Costa and foreign policy chief Kaja Kallas on the EU side, with Prime Minister Mark Carney representing Canada. Officials on both sides are expected to focus on energy cooperation, climate policy and artificial intelligence, according to reports ahead of the talks (Kanada sa pridruženým členom EÚ nestane. Proti návrhu sa postavili veľké európske krajiny – Aktuality.sk).
Canada is pursuing closer ties with the EU while looking to reduce its reliance on the United States, a shift that has drawn warnings from Donald Trump. The summit is widely seen as a test of how far the relationship can deepen without formal EU accession arrangements (La UE y Canadá buscan una alianza histórica tras descartar la fórmula de “miembro asociado” – EL PAÍS).
