Power cuts hit Dnipro and Kyiv region after Russian strikes on energy infrastructure

Hundreds of thousands of households without power

According to President Volodymyr Zelensky, roughly 200,000 households in Dnipro and the surrounding region have lost electricity, while more than 80,000 households in Kyiv region are also without power (Зеленский подвел итоги ночных ударов России по энергетике: без света остались более 280 тысяч семей – NV) (У регіонах без електрики залишилися сотні тисяч людей: РФ атакувала ТЕЦ у Києві й Шостці, підстанції на Дніпровщині – Espreso) (Зеленський: Майже 300 тисяч родин без світла через удари росіян по Дніпропетровщині та Київщині – Українська правда). Zelensky said Russian Shahed-type drones struck a combined heat and power plant in Kyiv on the evening of October 30 (Зеленський жорстко відреагував на атаки РФ по енергетиці України – TSN).

Strikes on substations and gas facilities

In the night to October 31, Russian forces hit four electrical substations and a gas distribution facility in Dnipropetrovsk region. Energy company DTEK said two of its Dnipro grid facilities were seriously damaged, one of them the site where crews had spent nearly two days on repairs (РФ повторно вдарила по енергооб'єктах на Дніпропетровщині, значна частина мешканців без світла – UNIAN) (Дніпропетровщина знову без світла — РФ повторно вгатила по енергетиці – TSN). The company said large parts of Dnipro and Kamianske, as well as parts of Dnipro and Novomoskovsk districts, remained without power.

A drone also hit a combined heat and power plant in Shostka, Sumy region, early on October 31. Railway infrastructure in Dnipro and Kharkiv was also damaged.

Emergency outages in Dnipro

On the evening of October 30, emergency blackouts were imposed in Dnipro and Dnipropetrovsk district on instructions from Ukrenergo (Екстрені відключення світла запровадили у великому обласному центрі: що сталося – TSN). DTEK said normal outage schedules were suspended during the emergency cuts and that it would post updates on its Telegram channel.

Kyiv schedules tightened

In Kyiv, stabilization outages are in force on Saturday, October 31. Under the updated schedules, some residents will get only 1.5 hours of power during the day, with total daily outages reaching 16–18 hours (Графіки оновили: в деяких районах Києва світло вдень у суботу буде лише 1,5 години – UNIAN). Some districts also reported problems with hot water supply and mobile connectivity.

Repairs continue

Repair crews are working to restore power across the affected regions. DTEK said restoration in full was not yet possible because new attacks keep disrupting the work. Zelensky called for sanctions against the aggressor and new support packages for Ukraine.
