Brussels meeting set for Wednesday

The European Commission will host a meeting on Ukraine's security guarantees at its Brussels headquarters on November 4. The gathering was announced by U.S. special envoy Steve Witkoff and is meant to prepare for a round of talks involving Russia in Abu Dhabi (Зустріч щодо гарантій безпеки для України відбудеться 4 листопада – Українська правда) (Зустріч щодо гарантій безпеки для України відбудеться в Брюсселі 4 листопада – Європейська правда).

The Commission's chief spokesperson, Paula Pinho, confirmed the date, saying the session will include representatives of Ukraine, the United States, France, Germany, the United Kingdom, NATO and the World Bank. She said the discussion will build on earlier talks held in Miami between Ukraine and the United States, with the aim of achieving a lasting peace in Ukraine.

Focus on reconstruction

According to the Commission, the discussion will concentrate on postwar reconstruction and Ukraine's prosperity. On the EU side, the meeting will be held at the level of national security advisers.

Pinho also said the Commission had no information that President Volodymyr Zelensky would take part in any talks at the Commission on November 4.

Parallel NATO track

NATO has separately confirmed a meeting with representatives of France, Germany, the United Kingdom and the United States in Belgium on Ukraine's security guarantees. NATO spokesperson Alison Hart said the meeting will follow earlier discussions in Miami and Oslo and will be held at the end of the week in Brussels, aiming at a fair and sustainable end to the war (У НАТО підтвердили майбутню зустріч представників Альянсу у Брюсселі щодо гарантій безпеки Україні – Українська правда).

Trilateral talks next week

Witkoff has also said that trilateral talks between the United States, Ukraine and Russia will take place on November 10-11 in Abu Dhabi, focusing on further steps toward peace. Following a conversation between European leaders and the Kremlin leader, Zelensky said Russia appeared serious about meeting the negotiating groups in Abu Dhabi.
