In brief
- Constitutional Tribunal and Supreme Court judges hold general assemblies on 3 November 2026.
- The same day, President Karol Nawrocki chairs a National Security Council session at 15:00 with Prime Minister Donald Tusk attending.
- The session was expected to address a permanent US military base, but the Constitutional Tribunal situation is likely to dominate.
Three gatherings on one day
Poland's top institutions have scheduled a dense political day for Tuesday, 3 November 2026. The general assembly of Constitutional Tribunal judges and a general assembly of Supreme Court judges are set to take place at nearly the same time as a session of the National Security Council (RBN) (Zgromadzenia sędziów TK i SN oraz RBN. Intensywny polityczny wtorek – Rzeczpospolita) (W posiedzeniu Zgromadzenia Ogólnego Sędziów TK bierze udział osiem osób – Rzeczpospolita).
Supreme Court assembly
First President of the Supreme Court Zbigniew Kapiński convened an extraordinary general assembly of the court's judges for 3 November (Sąd Najwyższy zwołuje pilne zgromadzenie. Sędziowie zajmą się sytuacją w TK? – Rzeczpospolita) (Espresso 7.00 Wtorek, 3 listopada 2026 – Wszystko co Najważniejsze). The agenda covers threats to the constitutional order in Poland, including the independence of the judiciary and the proper functioning of state bodies.
Constitutional Tribunal judges
Eight people take part in the Constitutional Tribunal judges' general assembly. The meeting is widely read as a response to the conflict around the Tribunal, which the Council session is also expected to address.
National Security Council in the Presidential Palace
Government spokesman Adam Szłapka confirmed that Prime Minister Donald Tusk will attend the RBN session, convened by President Karol Nawrocki for 15:00 at the Presidential Palace (Dziś posiedzenie Rady Bezpieczeństwa Narodowego. Donald Tusk podjął decyzję – Onet). Bartosz Grodecki, head of the National Security Bureau, said the main topic was to be the concept of a permanent US military base in Poland. Commentators, however, expect the Tribunal dispute to take centre stage.
President Nawrocki publicly stated that no authority should be unlimited (Karol Nawrocki: Żadna władza nie może być nieograniczona – Rzeczpospolita). Tusk's presence at the Palace was reported as the RBN opened (Donald Tusk w Pałacu Prezydenckim. Rozpoczyna się RBN – Rzeczpospolita).
Why it matters
The simultaneous meetings bring together the two highest courts and the president's security body on the same day. Their outcome will show whether the dispute over the Constitutional Tribunal moves from the courts into the security structures of the state.
