Konfederacja's "15th Pension" Bill: How Much More Working Seniors Could Keep

What the bill proposes
- A Konfederacja bill in the Sejm would relieve working pensioners of part of the disability contribution, raising their net pay without direct budget payments.
- Supporters estimate the annual gain at several hundred to over PLN 1,600, with PLN 1,667 cited as the upper figure for higher earners.
- The change would apply automatically through monthly payslips, with no application required.
- The proposal is estimated to cost around PLN 480 million, and its passage depends on the Sejm's decision.
In October 2026, a Konfederacja MP's bill reached the Sejm, dubbed by politicians the "15th pension for seniors." Unlike traditional welfare schemes, it would not pay cash from the budget. Instead, it changes the rules so that working pensioners are relieved of part of the disability contribution, which would automatically lift their net pay (Nawet 1667 zł rocznie więcej. Tyle ma przynieść „15. emerytura” w praktyce. Jest to nowy projekt poselski przygotowany przez Konfederację – infor.pl).
How the mechanism works
The proposal targets people who have reached retirement age but continue to work. Under the draft, the contribution they currently pay on that income would no longer be deducted, so the saving would arrive through each monthly payslip rather than as a separate transfer. Supporters say no application would be needed (Będzie 15. emerytura dla seniorów? Skorzysta ta grupa | Biznes Info – biznesinfo.pl).
Estimated annual gains
According to the bill's supporters, the gain could range from several hundred zloty to more than PLN 1,600 a year. The upper figure of PLN 1,667 is presented as the amount a higher earner could see in practice, based on the draft's assumptions about income and a full year of work.
Financing
The proposal is estimated to cost around PLN 480 million. Konfederacja points to two sources of funding to cover it.
Next steps
The bill has only just been submitted, and its passage is uncertain. Whether the "15th pension" becomes law will depend on the Sejm's decision.
