In brief
- Russian state-aligned outlets say Euroclear held €204 billion of sanctioned Russian assets at the end of September 2026, out of a €244 billion balance.
- WNP.pl cites about €185 billion frozen under EU sanctions and €3.6 billion in interest over three quarters.
- Euroclear reportedly set aside €162 million for claims in Russian courts.
- Polish media have not confirmed the €204 billion figure or the remarks attributed to EU officials.
Russian assets on Euroclear's balance sheet
The Belgian depository Euroclear had a total balance of €244 billion at the end of September 2026, of which €204 billion was Russian assets subject to sanctions, according to the company's document cited by Russian outlets (Euroclear хранил на своем балансе 204 миллиарда евро российских активов – mail.ru) (Euroclear на конец сентября хранил на балансе 204 миллиарда евро российских активов – 1prime.ru) (Euroclear хранил на своём балансе €204 млрд российских активов на конец сентября - Рамблер/новости – rambler.ru).
Interest income and the sanctions framework
Polish outlet WNP.pl reports a different set of numbers. Euroclear earned €3.6 billion in interest from frozen assets belonging to the Russian state and the Central Bank of Russia over the first three quarters of 2026 (3,6 mld euro od rosyjskich aktywów zasili Ukrainę – WNP.pl). The sources disagree on the two totals, €204 billion and about €185 billion. No confirmed breakdown explains the gap. Income from these assets is managed under sanctions and regulatory requirements.
Court cases and reserves
Euroclear says legal proceedings in Russia are continuing and that it has set aside €162 million for claims in Russian courts. Russian authorities have repeatedly argued that the freeze violates Russia's property rights.
Remarks attributed to EU officials
Rambler also attributes two statements to EU officials. It says EU foreign policy chief Kaja Kallas acknowledged that the bloc does not know how to seize Russian assets. It further says Belgian Prime Minister Bart De Wever told parliament that the European Commission will no longer propose expropriating frozen Russian assets to fund Ukraine. These are claims of that outlet, and Polish media have not confirmed them.
