Merz and von der Leyen clash over whether Canada should get 'associate member' status in the EU
German officials read Ursula von der Leyen's push to give Canada 'associate member' status as a rebuke to Chancellor Friedrich Merz, who has proposed the same status for Ukraine. Reports from the EU-Canada summit in Montreal show the dispute is over the wording and what the status would mean.

In brief
- German officials see Ursula von der Leyen's push to give Canada associate-member status as a rebuke to Chancellor Friedrich Merz's proposal for Ukraine.
- The dispute centres on the definition of the status, which diplomats say would rule out such a role for Ukraine.
- Berlin has said it will not approve the EU's next long-term budget, proposed at about 2 trillion euros, unless hundreds of billions are cut.
Dispute over the term
Berlin and Brussels disagree over a proposal by European Commission President Ursula von der Leyen to grant Canada the status of an associate member of the EU. According to Politico, citing diplomats, tensions rose after she put the idea forward at the EU-Canada summit in Montreal on October 29–30 (Politico: У ЄС сперечаються щодо "асоційованого членства" для України, Мерц наполягає на такому форматі – Українська правда) (ЗМІ: Мерц і фон дер Ляєн сперечаються щодо "асоційованого члена", Берлін тримає термін Україні – Європейська правда).
Why Berlin objects
The German government had asked that the associate-member wording be left out of the joint summit statement, and it was removed (Politico: спор о статусе Канады в ЕС обнажил раскол между Мерцем и фон дер Ляйен - Новости Mail – mail.ru). Von der Leyen nonetheless described Canada as an associate member at the closing press conference, which officials in Berlin took as a snub to Merz's own plan for Ukraine (Streit bei EU-Kanada-Gipfel: Von der Leyen ignoriert Bundeskanzler Merz – t-online.de). Merz has argued for an associate status for Kyiv, a step he has said could lead toward full membership Ukrainian reporting says the idea was rejected by Kyiv among others, but it does not independently confirm a statement by President Volodymyr Zelensky himself.
The definition problem
Diplomats told Politico that the definition von der Leyen gave for Canada would rule out such a status for Ukraine. The Commission sees associate membership as a form of relationship that never becomes full membership, while the German side has framed it as a stage on the way to accession (EU-Kanada-Gipfel: Ursula von der Leyen übergeht Wunsch von Friedrich Merz - DER SPIEGEL – spiegel.de).
A wider rift
The row reflects a growing split between Merz and von der Leyen over how the bloc should be run. Berlin has said it will not approve the next long-term EU budget, proposed at about 2 trillion euros, unless hundreds of billions are cut from it. As of the most recent reports, neither Berlin nor Brussels has conceded on the associate-membership question.
